- Conduct small to complex procurements to include major construction projects, rolling stock, technology systems, and professional services
- Evaluate and write specifications and scope of work in cooperating with the end-users
- Develop bid solicitation documents, establish bidder lists, conduct public bid openings, tabulate bids, and chair proposal evaluation teams
- Perform outsourcing assessments and vendor selection
- Assist with reviewing proposal requirements and lead efforts to develop and write compelling, compliant, and responsive bids
Administration Leadership & Project Management
- Policy and process development, improvement, and implementation
- Ensure local, state, and federal compliance requirements are met
- Contract negotiation and preparation
- Asset lifecycle planning and investment prioritization
- Business specific projects or enterprise-wide initiatives
- Project planning and management from inception through bidding phase to project completion
